October 2012, Justice Deepak Gupta

The Just-India programme had three working sessions on Indian court cases under the leading presence of Hon'ble Mr. Justice Deepak Gupta (Himachal Pradesh High Court), on October 8, 9 and 12.

  • October 8th: discussion on cases related to religious matters
  • October 9th: discussion on cases related to environment and land issues, and on criminal cases (1: Prevention of Atrocities Act)
  • October 12th: discussion on criminal cases (2: narcotic cases, dowry/suicide cases)

Justice Deepak Gupta practiced in the High Court of Himachal Pradesh from 1978 to 2004. He handled various types of cases including Constitution, Civil, Corporate and Criminal matters. He was elevated as Judge of the High Court of Himachal Pradesh on 4th October, 2004.

A Judge of the High Court in India does not deal with any specific jurisdiction. The system is that the Chief Justice of the High Court prepares a roster and the Judge hears the cases in the roster which is set out for his Court/Bench. Justice Deepak Gupta as a Judge of the High Court of Himachal Pradesh has heard matters in almost all fields. At present Justice Gupta heads the Green Bench of the High Court which deals with all matters concerning environment and ecology of Himachal Pradesh. He is also heading one of the criminal Benches and has heard a large number of cases in criminal matters. All matters relating to temples are listed before the Bench headed by him. Other writ petitions which seek enforcement of the fundamental and other rights of the petitioners are also listed before the Bench headed by him.

Justice Deepak Gupta is an authority on environment cases, motor accident cases, writ petitions etc. As a Judge, he also has to handle administrative work and now-a-days Justice Deepak Gupta is Administrative Judge of the Kangra Sessions Division which is the biggest Division in Himachal Pradesh.
Justice Gupta was Executive Chairman of the Legal Services Authority from 2006 to 2010. The aim of the Legal Services Authority is to ensure that every person is given proper legal aid.
Since March, 2010 Justice Deepak Gupta is the President of the Himachal Pradesh Judicial Academy. The purpose of the Academy is to train new Judicial Officers and also to impart continuing legal education to all the Judicial Officers. The ministerial staff of the Courts is also provided training in the Judicial Academy. A lot of academic sessions are held in the Academy.
Justice Deepak Gupta also heads the Committee on Computerization of Courts for the State of Himachal Pradesh and is closely connected with the e-courts project.
